The main purpose of seeding is to avoid the better players playing each other early in the competition, by intentionally placing away from each other in the draws. Typically the top 2 seeded players are seperated into each half of the draw - so if things go according to their reputation, they will only meet each other in the final.
To determine which player is seeded 1, 2, 3 etc is usually base on a publicly acceptable ranking system which track the player's performance over a period of time. In badminton competition sanctioned by BWF, the world ranking system is used to seed the players enter in the competition.
For example, Lin Dan is the current world No. 1 man single player and Lee Chong Wei is the world No. 2. So if both of them enter the same competition, LD will be seeded as No.1 player in the draw and LCW will be seeded No.2.
But if LD is absent from the competition and LCW is in, then LCW will be seeded as No. 1 in the draw, so on and so for
In any BWF sanctioned competition, there is a fixed pattern how the draw will be done and where to place all the seeded players accordingly. You can check it out under the competition rules in the BWF website.

Hope this helps.
