you can try to ask Mr. Chris AW - the Victor main distributor. for learning, it would be effective if you have your own machine. cost for restring is depended on the type of string.
You can also go to queensway to spy around on how they do it. The important thing to note is when they start pulling and the ending part. Once you are familiar with it, it should be ok by practicing. You will definitely stumble a few times when you try high tension stringing. Hopefully you don't break expensive rackets or strings. lol.
