Hopefully kwun doesn't mind, but I see that this hasn't been made yet, so I was like why not, but here is the list of upcoming tournaments in the bay area for 2012!

In addition to Junior tournaments, there's also a Senior tournament in April, and NCCAF in June:

What SF bay area tournaments will be scheduled in February 2013? The Dave Freeman Open (San Diego) is targeting Feb 22-24, 2013 and would like players from Northern California to participate but would like to avoid conflicts with other tournaments.
