I think the Lurid Power 22 (medium stiff) or 23 (stiff) fits the bill. NOTE they are not as head heavy as my Yonex Voltric 60, but it is head heavy enough. If you want more head heavy, just use lead tape Having a head heavy racket can only compensate the smashing power so much. The rest of the smashing power is up to the player and his/her dedication for the sport with some intense arm and wrist training. To get the best out of a smash is to use the arm and the wrist, not just wrist/arm. Combination of both give more power.

I think you better stick with an APACS own line rather than blatant clones from APACS. I think you should look into Lurid Power 21/22, Lethal 70/90, Tantrum 300, Slayer 95/99... Forget about the PowerConcepts (MusclePower), Nano Power (Armortec), Nano (NanoSpeed), Finapi (Voltric)<<--- I've heard Finapi is alright though, EdgeSaber (ArcSaber) etc...
NOT TO MENTION the eBay ad you provided me seem to list the wrong information. ACCORDING apacscanada.com 8.5 - 9.5 is DEFINITELY NOT "Stiff" 8.5-9.5 should be flexible or extra flexible. And since APACS PowerConcept 998 is a MusclePower 99/100 clone, I have to say that APACS' clone is not very good as the real MusclePower 99 which I have is pretty stiff and the real MusclePower 99 has the MusclePower strips on the grommets.... (I do not own a MusclePower 100, so I cannot judge).
