is this a viable business: two badminton courts, but in a city center.

Hey! Quit knocking Mitchell Island!

Mitchell Island has its advantages, for one, its the exact centre of the lower mainland and easily accessible. Its literally within a stone's throw of Vancouver, where in Vancouver you going to find a brand new building to build a badminton centre with as much parking as BV has and 33' ceilings. Let me tell you....nowhere. I'm happy with the location of BV, besides the point, Vancouver has a lot of zoning bylaws which you need to take into account as opposed to just land value.
