2013-2014 BWF New Laws: Instant Review System

I just browsed through BWF's website and found out that there is new Laws and Regulations promulgated for the period of 2013-2014. This had been approved since 3 December 2013.

Most of the new amendments contained the absorption of new rulings and provisions concerning Para-badminton.

However, there are also new important regulations applied by BWF for Badminton, i.e., Code of Conduct, Player Commitment Regulations, and Instant Review System.

 

PLAYERS’ CODE OF CONDUCT

PART III – SECTION IB – APPENDIX 4


4.8 Failure to fulfill media obligation
It will be considered a failure to fulfil media obligations if the player does not participate, if requested by the Media Manager or other tournament official, in the following way:

4.8.1 Failing to attend any pre-tournament media conference organized a day prior to their first scheduled singles or doubles match ; or any special themed media conference during the tournament.

4.8.2 Failure to give on-court interviews for television immediately after a match whether the match has been won or lost ; or to follow instruction to effect their signature on camera for TV (or similar activity post the match).

4.8.3 Unless injured and physically unable to appear, failing to attend any post-match media conference, within 30 minutes of the finish of the match, organised after conclusion of each match whether the player was the winner or loser, providing that this does not interfere with the preparation for the player’s next match.

4.8.4 failure to attend, if requested, any television studio interview to promote a tournament the player is participating in or is due to participate in, or Badminton in general. If the studio interview is off site of the tournament this should preferably be organised after their final match of the day or on a non-playing day.

4.8.5 failure to give ‘one on one’ television interviews (up to four per tournament). BWF has the right to decide two of these interviews while others shall be set up in agreement with the player .

4.8.6 Failure to assist with the promotion of a tournament and the game in general. A player must be willing to participate on request in at least one appropriate activity of not more than one hour’s duration (such as autograph-signing, participating in “meet the public”, question and answer sessions, etc.).

4.8.34.8.7 All activities should preferably be arranged after the player has played on the same day, but where a player only plays matches after 6pm media activities can be arranged before 12 am the same day. Practice is not an excusable reason for non-attendance.


4.9 Player’s BWF Sponsor Obligations
All players shall be required, if requested, to participate in:

4.9.1 Hospitality visits, autograph sessions or other similar sponsor related activities up to 2 per tournament of up to 20 minutes duration

4.9.2 Photograph Opportunities – minimum of 1 photograph opportunity per year. Each such photograph opportunity shall be jointly agreed upon by the BWF and the player, and will be organised during a tournament where the player is participating.

4.9.3 Media/sponsor activities for BWF World Superseries Title sponsor – up to 2 activities per year.


5. Education Activities

All players in BWF World Ranking Top 50 shall be required, if requested, to participate in 1 day of up to eight hours or 2 days of up to 4 hours each day of educational activities during the year. The BWF will schedule the educational classes on site at Tournaments where the player participates

2. Player Injury – medical exemption and protected ranking:

2.1 Players who are Top 10 committed players for the year can submit a request to get a protected ranking due to injury or other circumstances making it impossible for the player to compete for longer period in the following way:

2.2 The player must submit medical and/or other relevant documentation causing the request to get a protected ranking.


2.3 Upon granting the protected ranking the player will:
2.3.1 Be exempt from the mandatory tournament participation rules

2.3.2 Not be eligible for the bonus for that year.

2.3.3 Be unable to participate in any Tournament for a minimum of 3 months, up to a maximum of 12 months, or until such time as the player notifies BWF that the player wishes to enter a tournament again. The protected ranking period commences once permission has been granted by BWF. After 12 months the player will have to enter tournaments based on their normal ranking position and the protected ranking will no longer be in force.

2.3.4 Not be entitled to be granted a similar protected ranking for at least 2 years from the time of return to competition.

2.3.5 Upon return have the right to enter into World Superseries tournaments with the protected ranking position for the same amount of time as they have been absent, but for a maximum of 6 months. The protected ranking will not count towards seeding or for any other tournaments outside the World Superseries tournaments.


3. Sponsor and Hospitality activities
All Top 10 committed players shall be required, if requested, to participate in:

3.1 Hospitality visits, autograph sessions or other similar sponsor related activities – 2 per tournament of up to 20 minutes.

3.2 Photograph Opportunities - minimum of two (2) photo opportunities per year. Each such photo opportunity shall be jointly agreed upon by the BWF and the player, and one of the photo opportunities may be organized on a location not in the home country of the player (in such case any travel and accommodation costs to be paid by the BWF). The other activity will be organised during a tournament where the player is participating.

3.3 Special Events and BWF Awards Ceremony – minimum of two (2) sponsor/BWF special events or BWF Awards Ceremony. The BWF shall provide at least 60 days’ advance notice of the date and location of the BWF Awards Ceremony.

3.4 Media/sponsor activities for BWF World Superseries Title sponsor – minimum four (4) activities per year.

3.5 All activities should preferably be arranged after the player has played on the same day, but where a player only plays matches after 6pm activities can be arranged before 12.00 am the same day. Practice is not an excusable reason for non-attendance.

3.6 The player is entitled not to attend an activity if the player has existing sponsors in category conflict with BWF or the Tournament sponsor. BWF will decide if a category conflict exists. The activity cannot constitute a direct individual endorsement by the player of a commercial product.

 

INSTANT REVIEW SYSTEM

1. INSTANT REVIEW SYSTEM

1.1 On a court where an Instant Review system is in operation a player/pair may challenge a Line-judges call, or the overrule call of an Umpire.


2. PLAYER CHALLENGE

2.1 The challenge must be made immediately the shuttle has landed and the call made, and before the commencement of the serve for the next rally.

2.2 On receiving the player’s challenge the Umpire will signal the Referee who will review the line call using the Instant Review system.

2.3 If the call by the line-judge or overrule by the Umpire is deemed incorrect, the players challenge is successful, and the decision by the line-judge or Umpire is reversed.


3. LOSING THE RIGHT TO CHALLENGE

3.1 A player/pair has two rights to challenge line calls during the duration of the match.

3.2 If a call, after review, is deemed correct then the player/pair loses one right to challenge.

3.3 If the player/pair is deemed to have incorrectly challenged twice then they lose any further right to challenge during the match.

3.4 If the player/pair’s challenge is successful they retain the right to challenge and DO NOT lose it.
