I was wondering what was the recommended tension for a CAB23 2UG4, cuz I was planning to restring it.

The last racquet that I broke in a clash of racquets was a Cab 21, strung at a tension of 22lbs, ten years ago. I now play with a tension of 27.25lbs mains/30lbs crosses and I have had racquet clashes, but no broken racquets. I don't think tension has anything to do with it. Racquet frames have a certain impact strength, and any clash at the weak spots (top two corners) is a potential for breakages. The angle, the impact force, and the area on the frame surface that takes the force in which racquet meets racquet, are other factors. The same impact force on a small spot is more damaging than on a larger spot. Two stringless racquets will also break in a clash of racquets.

You can go to Tad's Sporting Good which is located around Grandville and 70th.
