You're probably looking at a full woven carbon fibre (ie. frame and shaft).
Dink still has to work on one that won't break the shaft when he plays with it...

Where'd you get the impression he sells one-off customized racquets? Or that you can just "give his design" to another manufacturer?

Ratings aren't exactly specifications either so I'd assume there'd have to be quite a lot of trial and error before you reach those "specs". If it were that easy and cheap, assuming you're talking about <$1000 USD, it would exist already . Furthermore they are subjective so far all you know it does exist already for you but not for Panda.
