You can get the buckle from a fabric store -- the ones people go to buy cloth and other sewing and quilting supplies. That buckle is not hard to fund.

Try this link and scroll down
    http://www.strapworks.com/Plastic_Harware_s/18.htm

You may need to cut the fabric that holds the buckle and then re-stich it after you put in the new buckle.

Or you can get a new bad gor around $25-42 US.

Or get rid of the broken plastic buckle entirely (both "male" and "female" parts" and replace them with a carabiner (the hook like thingy used for mountain climbing).

The quality of plastic buckles are usually very poor. I'm trying to find some powder-spray coated (always go for stainless steel, in case powder-coating wears of) metal buckles or carabiners to replace my plastics. I've got the same bag, 9624-6. However they aren't broken yet, I'm thinking of replacing them in advance. That way you won't have to face reality when they actually break during a tournament.

Also, rei.com should sell the buckles.
If you are in US, you can visit a REI store.
