Default Smash speed only registers for winning smashes?

Whenever I see the speed radar pop out a number, it is always after the end of the rally when the guy with that smash wins the point. What if a player fires a 357 kph smash during the middle of a rally and it gets returned by the opponent / hits the net / goes out of bounds, and the player doesn't win the point? Is it still a record?
