I have a question that is running in my mind for a while now. Is it true when you have just bought a new racket, you need to string it in a lower tension first before you string it high?

No, this is not true. However, the ambient temperature will have some effect on the racquet, with materials that flex the least in extremes of cold and heat performing best.
