If the rankings stay the same, no. England will go through.
However, the final rankings will depend on how many points each individual player amasses during the qualifying competition. In MAS and ENG's case, the 2nd singles and 1st doubles ranking are very close to each other, could easily go the other way if MAS players win their matches and ENG lose theirs.

If MAS gets 4th place, the likelihood that Asia will get 4 slots is still rather high. What is the likelihood of ENG actually getting 4th place? Fortunately for MAS, the European competition finishes first, so they will know exactly what placing they need to qualify.
Still, I give MAS only about 60% chance of getting any position in the top four.

When your own country is playing against another and your countryman is not supporting your own country but the opponents openly instead, in my opinion, this is very bad for morale and simply lacks patriotism. If other countrymen also follow suit, then what will become of one's country's nationalism.
In a difficult situation when I also like the opponent country, I ought to be diplomatic and keep neutral and not cheer openly for the opponents for all to see. It will be a great embarrassment if one did so.
If one does not support one's own country and be proud of its achievements, who will readily take one's place? Then one might as well be a citizen of another country that one feels proud of.
It is different when one's own country is not involved.

You may want to verify with your source, as Uber/Thomas cup criteria is not as strict as the Olympic Games or the Asian Games.
I remember in 2000, Agus Haryanto, Njoto, and Wang Chen all played for HK in the Thomas/Uber Cup. Wang Chen was in HK for less than a year. Haryanto and Njoto may not have been in HK for 2 years as well (at least Njoto was not allowed to play in 2004 Olympics 4 years afterwards)

Olympics is very strict. You have to be a citizen AND (if you have converted citizenship) you must also have lived in that country for a number of years.
BWF is not that strict but there are still some requirements.

My appologies. When you first said that you were not very clear, I thought it's because there something is fishy about your source. But now that you've mentioned that your sources are from HK players, I now know that your information should be very accurate. Sorry about that.
If ZM is indeed not allowed to play, I hope to see Mong Kwun Yi playing HK's 3rd singles and get more international exposure. I thought she did OK when she played against Tracey Hallam during last year's HK Open.
From your other post, I will say it's very interesting that Wang Chen and Yip Pui Yin will play 2nd doubles. Chan Chi Choi must have enough faith for Koon Wai Chee/Chau Hoi Wah to be able to get some points from the 1st doubles. Koon Wai Chee/Wang Chen have won many key victories in doubles during team events, and this the reason why HK did well in Uber Cup, Sudirman Cup, and the Asian Games back in the early 2000's.
