    The minature effect is call "Tilt Shift". You can get a tilt shift lens or use a image editor like photoshop to make the effect. One of my favorite website on Tilt Shift is this: http://www.flickr.com/groups/59319377@N00/

    I think I understand the basic concept of it, though I cant read French.

    1)Saturate the image, by around 15% ?
    2)Duplicate Layer, and go Filter>Blur>Gaussian Blur
    3)Use the eraser tool to erase out the focus point (where ever u want that model-effect to be )
    4)Duplicate layer, gaussian-blur it ( more ), and erase a bigger proportion of the image.
    5)Duplicate layer again, gaussian-blur it ( even more ), erase a bigger proportion of the image than the last one.
    6)Continue doing this until the whole image is covered.

    Hmm.. I've seen cameras which can do this effect too before.. they're so cool.

    i have used a real tilt lens for badminton before. the effect isn't as pronounced:
