It is used to clamp a string from out side of the frame when you start the first string. It hold the string from out side and tension from the other side. Clamp the string other end with the fix clamp. If you use fly clamp or your machine do not have fix clamp, you do not need a starting clamp.
A starting clamp is primarily to be used on the outside of the frame to hold the string being tensioned at the other end. It is necessary if you use only flying clamps because flying clamps, unlike fixed clamps, cannot anchor the first string to be tensioned adequately. Only a machine with at least one fixed clamp can dispense with the use of a starting clamp. A secondary use of a starting clamp is as an "extender" or jumper when the string is too short to reach the tensioner. It also can be used to hold the string on the outside if you string the cross strings starting from the middle, especially for inexperienced stringers who want to string at very high tensions (35lbs) for the crosses.
There is no need of a starting clamp when using a starting knot to string badmintonrackets. But if your stringing pattern is such a 50/50 one so it is necessery and very useful to have at least one.
