Most of bubble under beneath the floor are gone too! Feel much safer while playing now.

What water? The bubbles were caused by air! The previous owner didn't know how to do the floor right, so they applied a layer of "glue" underneath the floor mat (for a few courts); causing the floor mat to deform.

I didn't fix it! One day I dropped in for play and found out it was fixed! So I asked people around and found out what happened. Not sure how they fixed the floor either. But it's fixed!
