The "E" in RICE stands for "Elevation above the level of the heart". The idea is to lower the local blood pressure by making the heart work against gravity. In the case of an ankle, you could lie down and raise your foot on some pillows. This reduces the blood pressure in your ankle, and thereby reduces the inflammation.
In the case of the shoulder, there's nothing you can do to elevate it any higher -- except you could try to sleep sitting up (lying down will increase the local blood pressure).
With the upper arm, you can raise your arm. But I would not advise that if you think you may have a shoulder injury! Besides, it will make very little difference.
