Baned players

Does someone know why some players and countries are barred of the BWF's sanctioned events ?

Their federations have not paid the withdrawal fees to BWF..thats why their players are barred from entering any tournaments sanctioned by BWF ( on those listed players)...in certain case, doping players are barred also from playing but from the list, it is not the case.
