Notional points are used in individual events so that scratch pairings of top players don't have to play qualifiers or don't end up unseeded and knock off top seeds to early. In team events, it is likely intended to prevent teams from unfairly pairing up two top players as second doubles. So, for example, if Korea for some reason wanted to pair Jung Jae Sung with Ko Sung Hyun as second doubles after Cho/Yoo or Shin/Kim, they likely couldn't because their notional ranking would put them ahead of both of those two pairs.
