    Yes...technically & automatically..

..parents can reject it, if they apply the kid another country's citizenship (which doesn't allow dual citizenship). However, as of now, he is a U.S. Citizen already, since he is born in the U.S (heard they even give U.S. Passport or some kind of a legal proof, that the baby is a U.S. citizen already, after the baby is born)...
For more you can read here:
http://www.usimmigrationsupport.org/dual_citizenship.html (first part under "What is Dual Citizenship")..
or kwun can confirm/give a bit more infos..

Anyway Tony already printed USA in the baby's shirt.. so i assume that the parents already decided to have the baby USA citizen.

    Hmm, forgot to add..

..i just remember this. Actually the Indonesian govt. now allows for dual citizenships to children under the age of 18; after 18, the child will have to decide which citizenship to keep. Yes, it's a new law which allows children born outside of INA, such as the U.S., to have both the U.S. passport and an INA passport. So, in a way, Leon can have the best of both worlds (and perhaps play for both INA and the U.S., if his parents apply an INA citizenship for him).

I've heard also, there are a few proposed ideas of allowing people, under the age of 50 & holding an INA passport, to have dual citizenhips as well.

    Congrats to Tony & Eti..

For the kids, yes they can hold dual citizenship until age 18. However not for adults as far as I know. It'd have been nice to be able to.
US turns a blind eye on dual citizenship, they don't want to know if you have another citizenship, and I don't think the parents can refuse the kid's US citizenship.

if the kid is born in US then it is an American citizen and the nationality is American as well. no they wont issue passports upon birth... you only recieve a birth certificate at birth and any other state benefits.
im pretty sure Leon will only hold an American passport...
