from the resource, Linda Weni was born in January 18, 1990 (so the limit cut off is the players who born in 1990 or above) I thaught her age is true, she still study in high school. In the past I found the player who registry in 17 or 18 y.o but he/she already in 2nd year in university, very questionable.
BWF says no: Players are eligible provided they remain under 19 years of age throughout the calendar year in which the World Junior Championships are held. Maria Febe was born in September 1989 according to her club. Tanongsak turned 18 yesterday so yes, he can. He also participated in the BAC U19, which has the same age restrictions.

That's a good question. The WJC Invitation on the BWF website says the individual draw was to be October 7th but on the same document it says the deadline for the submission of player entries was October 10th. Hmm.
