ARC9 should be replaced yes. Toughlex is an improvement of light feel carbon from what I've read, being lighter yet retaining the elastic and repulsive qualities. In short: lighter yet more powerfull and better control.
Looks like it will be out soon in the UK judging by the search results just now :D. It's even up already on Yonex UK ...

based on chart arsb9FL was the high end racket with highest flexi shaft ever design by yonex.

The Yonex chart is not just shaft stiffness chart, frame stiffness is also a factor and maybe even the bigger factor in determining "hit feeling" since some positions just don't make sense if just shaft stiffness.

but still, people with Arc9 will need to adjust to the new stiff of the racket

Probably. According to a chart yuri is likely referring to ARC9FL has the softest hit feeling. But this could be just from the Toughlex alone in the frame with the same shaft stiffness as the "old" ARC9. Shaft stiffness alone I don't think you can conclude from the chart, perhaps NS6600 has the flexiest shaft of all ... You can make a good guestimate still of course

Tsk tsk... "New Material TOUGHLEX realises lighter 4U weight, enables offensive high clear". The only one usually offended by the high clear is your own partner.

I know.. but that's not a "high clear" which is by definition defensive.

Yonex ArcSaber9FL (Feather Light) SP, Arc9FL SP

Came in the same shipment as the Arc5DX. I like this better than the Arc9 as unlike the other Arc racquets, it has a longer shaft and shorter handle similar to the Ti 10s and AT700 1st gen. Cosmectics-wise it still sports the heart-shapes on the shafts but not as feminine pinkish. A feature of the Arc9FL is the 'Toughlex' on the frame as seen in the last picture.

The weight I wouldn't say it is 'feather light' as the name implies as it is about the same weight as the other high-end Arcs. In fact, a more feather light racquet would be the NS3000.

Maybe you should have grabbed the 4U for "Feather Light" feel ;). Since it's the first 4U ArcSaber that's why they probably nicknamed it FL. Lovely pics as always  ...

Yum yum toughflex. This racket sounds like a mature version of the Arc9.
