A eBay seller give me discount and ask me to do the order on Paypal so that he doesnt have to pay the eBay fees.

    Is it safe?

Using paypal for rackets is just as safe as using it for anything else. As for the reputation of paypal, theyre pretty awful if you ever have a serious problem.

is 3.5% a high commission fee or tax rate to pay, considering you get buyer's protection etc?

A seller on eBay did the same thing because we struck an agreement outside of his auction.

Fortunately for me, he was honest and legit and I received two Apacs Lethal 70, strung with BG80 and 2 new grips for a very reasonable price!
