Currently I'm having a problem wjth my wise tensioner. Everytime it beeps that the desired tension is achieved. After a few seconds the tension decreases significantly and the ouller would continually decline/increase

Just to understand correctly - so if you set it to 28 lbs., it pulls up to the full 28 and then decreases steadily? And is there a point at which is stops decreasing? Have you set it to constant pull mode?
Already have the pre- stretch on, but there are times that it is steady on the set tension Yes correct. It decreases a few . Pounds but also increases a few then decreases again, like 27.3 27.6 27.4 27.2 its something like that recently it does not go steady, but before if my set tension is 28 it is steady at 28. Yes constant pull is on

That is perfectly normal, no need to worry. What happens is that it pulls to the full 28 and holds it for a couple of seconds, then at some point the string will lose some tension due to elasticity. And since constant pull is on, the WISE will then re-pull that slight tension loss again to achieve the full 28. Edit: Sorry, I've missed the point that it doesn't reach the set 28 lbs. anymore. That however is not fully normal. Have you checked with a luggage scale how much it is actually pulling? I know my WISE to keep the tension within a margin of plus/minus 0.2 lbs. of the set value.
