What do you mean? The measurement is quite simple: The fix the racket out the T-joint and the cone and apply some weight/force on the shaft. How much the shaft bends by a fixed weight/force is the indicator for the flex. I think it is similar to this: Maybe @what07 can shed more light in it. How accurate the measurement is was also discussed in the forum. Just use the search function on their channel for the racket you are interested and scroll until you find the measurement.
In addition to the shaft, I found that rackets can also be more or less flexible in the head. Eg. 100ZZ shaft is very stiff but the head is fairly flexible.
I'm actually so glad you tagged / quoted me on this because I was looking for one of my posts asking about whether the larger number means more flexy or stiff in these test videos. Awful at using the forum search even for my own posts lol. Otherwise I have no further details to share, I found the videos to be pretty good resource for someone who cannot try the racket itself to see how flexy it is. Its more surprising to me to see the variation in stiffness between the same model rackets across multiple videos on the channel.

Broke one of my 3U 1000Z strung at 30lbs last sunday. This racket survived two light crashes and the racket was broken due to mistime hit (smash) at the 12 o'clock position. I hit the shuttle at the top of the frame resulting in the instant death of the racket. Will be exploring other racket from different brands if I can find another model that can be a match with me like this model.
Another one exploded in a clash I haven’t broken a racquet in many years whilst she has gone through two in one month. Maybe some kind sponsor will come… hopefully.
Any options so far? Just had a 2nd restring of my 1000z in 4u at 28lbs. Stringer commented some sinking at the 11/1 o'clock grommets. Haven't played with it yet but if it gives way, I probably will look for an alternative model instead. Sigh. Currently have an 88D pro 2nd gen as a spare
Unfortunately no other alternatives that come close to the 1000z. I'd recommend getting grommet protectors or metal grommets to protect the sinking frame.
