I think Olympics is much more a BIG INDUSTRY, BIG BUSINESS...more than anything about sport! Sports are just commodities there, money money, P/L matter is what the Olympics (IOC, host, corporations, etc) are chasing...the rest is just a cosmetics.

But Swimming is many times more popular a sport compared to Badminton. Therefore, we expect it.
But seriously speaking, the Olympics is now staged as an entertainment event. The Olympics committee looks at the number of spectators turning up to watch their events. Currently I believe that for every 1 spectator turning up to watch Badminton, there are 10 for Swimming. Therefore, we find the Olympics allow more swimmers than Badminton players to participate in their events.
