It seems the proper form is to jump and then smash to add the most power into it.

    LIke here on here.

Short answer: if you have the physique and technique. Yes

If you don't have those. Don't do it and focus on basics first

Those smashes in the video is unreal, I think we should stay on the ground to get the smashes first.

A coach once said, you should only jump smash when you ground smashes are equally as strong but just with less angle.

only if i can get behind the shuttle first and the shuttle height is enough. Forcing to jump smash in an uncomfortable position will :
    1. mark you out of the game as the recovering time is longer
    2. the shot will not be good enough and be easy to defend against, even risk of those counter punch.

Scissors kick kind of jump (more often seen in WS) - yes I do that a lot. That is a small jump, but still a jump. Even that is enough to produce steeper, sharper and powerful shots, especially if you have plenty of time.

Full jump smashes or clears like in the video - more for fun, such as during warm up, because more or less the shuttle will be returned to a specific position. Also, the jumping to warm up the muscles and get them to be more agile (at least for me, they need some time to "wake up").

It looks extremely awesome if one can execute a very powerfull and steep smash while jumping.

Besides all the requirements that have been said here or extensively anywhere else in BC about jumping smash, it is very important to understand that one important fact that makes a jumping smash a challenging skill is that when you add the "elevation" component into your normal smashing technique then the "timing" factor for the racket head - birdie contact will drastically change as well.

That is why it is so important that in order to learn how to execute a descent jumping smash, a player needs to understand and properly learn all the requirements (technique, preparation etc) about how to execute a descent normal smash first so that the "timing" factor can become a second nature. Adding the jumping component into your smashing technique and with reqular practice, your chance of executing a descent jumping smash will eventually improves.
