Manufacturers have recommended patterns for warranty purposes. There's no body that 'owns' those patterns. Could you imagine trying to regulate that? "You can't string rackets this way because this is my way" - just wouldn't work. You can diagram it and then post it if you want - that's what I did with my 'Paizhuan 76' which was an adapted pattern.
I agree with Charlie.... if you have a new pattern, we’d all be fascinated to see what you have come up with. Just title it with your name, and you will be famous for ever! (Well, at least on BC )
