I was wondering why they have a different rule for wheelchair badminton about what happens if during a rally the shuttle is caught on the net and remains suspended on its top. It's a fault in wheelchair badminton, but for able-bodied players a let. 14.2.3.1 caught on the net and remains suspended on its top, or 14.2.3.1.1 except in wheelchair badminton when it is a fault. Does this happen more often in wheelchair badminton?
No, the court in wheelchair badminton is different: The front court is out. Hence, analogous to the shuttle sticking on top or the other side of the net during the serve in able-bodied badminton, it's a fault: Even if the shuttle would fall most advantageous to the previous hitter, it would still be out.
The current laws does not have this entry. Where did you find this? And there are no stats available anywhere about the shuttle remaining on top of net situations, so no way to figure if there are differences.

The umpire must play let in this situation. There is no difference in applying the law. The correct section is 14.2.3. 14.2.3.1 caught on the net and remains suspended on its top, or 14.2.3.2 after passing over the net is caught in the net;
Section 13 - Is the section talking about faults. Sorry I could not screen shot the entire page which show that this subsection is about faults. I do not umpire para, but I believe what phihag says is correct. In wheelchair badminton, the front court area is out, and that's why it's a fault in the situation if the shuttle remains suspended on top, or if it goes over the net, and then gets stuck. Why you bring in 'during the serve' when the OP clearly stated during rally. During umpiring, a very efficient and effective approach is to gather the minimum required information to reach decision.
As shown in the rule book, that does talk about the rally. The part that is talking about the serve is 13.2 "if in service, the shuttle..." 13.3 talks about when the shuttle in play, it is a fault when...and then continues to where we get 13.3.10, which is clearly stated that it is talking about during the rally, and not during the service. The reason about the front court is out is relevant, is that because if we assumed the shuttle isn't stuck on top of the net, and then continues to roll over, and fall down, it would land in the front court, which is out in the case of wheelchair badminton. That is why in this case, in wheelchair badminton, if the shuttle is caught on top of the net, or goes over the net but gets stuck, it is a fault.
