The list says EMA approved vaccines, not WHO approved vaccines. So the problem is EU side. Since EU only approved those and France only considered EU's list, whether or not they are approved by WHO is not the question.
Thanks, I understand, the EMA is the European version of the FDA. Just that I thought the WHO being the world authority should override the EMA or FDA, for that matter, but apparently it doesn't work this way.
