I think it depends on the date format. If I'm not wrong, HKSAR follows the Day/Month/Year format,i.e. dd/mm/yy(yy) , so does The Netherlands. And yesterday was 12th Oct, so the commentator, assuming he follows this format, is correct. Google is American which follows the M/D/Y format, I presume - which means 10/12/2013 is Oct 12th 2013 and not Dec 10th 2013.
